Use an eyeling brush and wet it with water. Swirl it in the shadow and use it that way. Practice will tell you how wet it needs to be. Most shadow can be used this way, although it can change the texture. Wet only a small corner of the shadow and always go to that same place if you want to use the shadow both wet and dry. Let it dry out completely ( a couple of hours at least) before you close it up so it won't mildew or mold.I bought silver eyeshadow and i want to turn it into liquid eyeliner. how would i do this?
I think that MAC sells a powder to liquid converter for eyeshadow to eyeliner. Also, you can get a nice angled eyeliner brush (I got mine from Aveda) - and use water as a 'thickening' agent to apply the shadow in the same fashion that you would apply a liquid liner in. That would give you a bit of a softer effect, but still the control and smoothness of liquid.

Dip you brush in water and then in the eyeshadow. I have a little secret though, (I use Mary Kay's eye primer $12), which has the consistency of a light lotion and it's waterproof. I grab a little of the primer and then any eyeshadow I want to transform and it works perfectly for me. I'm sure any prime will work but I prefer mary kay's because it lasts, doesn't irritate, and it has no color, which means it will not alter the pigment on my eyeshadows. GOOD LUCK!
Mix with a little bit (half of a half dime sized amount of vaseline) then dip in eye liner brush and line eyes.
