u can but its best to apply eyeliner last if you really want to see the eyeliner if you want it to fade a lil then use eyeshadow last it depends on you prefrence and your style. you should apply eyeshadow first cause it tends to be messy. i would recommend just using a rollup stick eyeliner [i use exaggerate from rimmel london got it from target] if you want the eyeliner to not be as intense use brown.
