yes you can by putting it in water and squishing it,but it will be creamy and not as good as a liquid liner.i would not waste a good eyeliner to make a liquid one because it might not turn out the way you want it to be.so just buy a liquid.the wet and wild $2.49!!is really good and its cheap!hope i helped!!pls vote me as best!I heard that you can use water to make your black eyeshadow into liquid eyeliner?

You should save your money for an eyeliner pencil or liquid liner.





Anyways, just find a brush. Ifyou don't have one, I use a very soft watercolor brush. Lastly, if you still can't find a brush, use a bobby pin, although it really sucks.





Dip that in water and then into eyeshadow. NEVER wet the palette.
